WHAT MAKES THE TEXAS ENERGY MODEL DIFFERENT?
Confidence in the Texas energy model as a whole can be easily achieved by understanding its structure. Texas and California make for a fair comparison in that two states have similar sized electric power grids, and have experienced similar growth in power demand. Several key points make Texas vastly different from its West Coast counterpart:

- Texas has added over eight times more on-line capacity from 1996 to 1999 than California.

- One fourth of all power plants built in the nation are in Texas! That number represents 47 new plants since 1995. By contrast, California has built only two.

- Texas is largely energy self-sufficient, importing less 1% of its power during peak power demand. California, by comparison, imports at least 25% of its load during peak demand.

- Long term wholesale market contracts. In Texas shield customers from price volatility. Texas Retail Electric Providers (REPs) can negotiate wholesale power purchases for the lowest price, which will benefit customers, and maintain the price over an extended period of time. The California practice of spot purchasing has left utilities and customers vulnerable to price spikes, meaning utilities and customers will often pay an inordinately high price.

Texas protects the customer while making the transition to a fully competitive retail market by putting a ceiling on electric rates. This will prevent the extraordinary doubling and tripling on electric bills that occurred in the San Diego area in the summer of 2000.

Since deregulation went into full effect on January 1, 2002 it is widely shared view that Texas will become the model by which the rest of the nation will follow.

HINO Electric Power Company is a privately owned company, which was formed in 2002 in response to the newly deregulated Texas market (effective January 1, 2002.) To become a Retail Electric Provider (REP), HINO Electric Power Company (Hino) has earned certification from the Public Utilities Commission of Texas (PUCT) after passing stringent financial, managerial and technical qualifications. Hino is also registered with the Energy Reliability Council of Texas (ERCOT), which monitors Registration, Market Operations, Power Operations, and Load Profiling / Data / Acquisition / Aggregation for all facets of the Texas energy market.
